TIRUCHI: A comprehensive emergency obstetrics and neonatal care centre block will be constructed at an estimated cost of Rs. 9 crore with World Bank assistance at the Annal Gandhi Memorial Government Hospital here.
A three-member World Bank team from New Delhi led by Preeti Kudesia and Sundararajan S. Gopalan, Senior Health Specialists and Sangeeta Pinto, Operations Analyst, which visited the site of the proposed block at the Hospital on Tuesday, expressed satisfaction about the site.
Talking to the media persons, Dr. Preeti Kudesia said that the team members would discuss about the proposed project with the Tamil Nadu Health Secretary and other officials at Chennai in a day or two. The proposed block was expected to be constructed in a span of two years even though the project period would be three years, she said.
She pointed out that the World Bank was supporting the Tamil Nadu Health Systems Project. It provided soft loan to the Tamil Nadu Government for implementing various health projects. The World Bank had provided nearly 90 million US dollars for health care projects in 270 secondary level hospitals in the last five years and planned to provide a total assistance of 117 million US dollars for various health care projects in the next three years in Tamil Nadu.
Dr. Kudesia said that her team had earlier visited several hospitals including Namakkal, Salem and Dharmapuri districts in the last few days and pointed out that the team had visited the first medical college hospital only in Tiruchi.
Dr. M. A. Aleem, Dean (in-charge) of Annal Gandhi Memorial Government Hospital, took the World Bank team to the maternity ward and explained to them the various developments being carried out in the hospital. He also showed the project plan to the team. V. Sukumar, expert advisor, Tamil Nadu Health Systems Project, explained about the proposed site for constructing the block.

TIRUCHI: Swine Flu vaccines were administered to a total number of 134 persons at a subsidised rate in the Annal Gandhi Memorial Government Headquarters Hospital here on Saturday.
The vaccine was administered through nasal spray to 73 persons and through intra muscular injection to 61 persons. The Transport Minister K.N. Nehru inaugurated the programme in the presence of Collector Mahesan Kasirajan, Hospital Dean A. Karthikeyan, Deputy Director of Public Health Mohan Raj, Medical Superintendent (in charge) S. Paneerselvam and Vice Principal, K.A.P. V Government Medical College, M.A. Aleem. Hospital authorities said the vaccine was administered at subsidised rate to the public .It would be administered every day from 9 a.m. to noon at room number 35 in the hospital.

“Educate on epilepsy at primary level”

TIRUCHI: There is an immediate need to educate general practitioners in primary and secondary health care centres on treatment of epilepsy, said K.Radhakrishnan, President of the Indian Academy of Neurology.
“Around 70 per cent of epileptic patients are in rural India while almost all neurologists are concentrated in the cities. Consequently basic neurology treatment is meted out by primary and secondary health care centres, resulting in mismanagement,” he said.
Speaking to The Hindu here on Sunday , Dr.Radhakrishnan said studies have revealed that addressing epilepsy at the primary centre level could control 70 percent of epileptic cases.
Multifaceted approach
He stressed on a multifaceted approach to tackle epilepsy including public awareness, advanced training programmes for neurologists and revision of medical curriculum. An estimated 50 million people were affected by epilepsy worldwide and of this 80 per cent were in developing countries which paradoxically have access to only 20 percent of anti epileptic drugs.
“The causes of the treatment gap could be attributed to inability of people to avail drugs, non –availability of the drugs and preference for traditional medicine.”
Thirty per cent of epilepsy cases are drug resistant and could be cured by surgery.
“India has perfected cost effective epilepsy surgical programmes with better results than the U.S. Yet, there is a surgical gap as only 300 such surgeries are performed every year.”
Speaking of the evolving neurological scenario in India, Dr. Radhakrishnan said though progress could be perceived in terms of public awareness, diagnostic and surgical treatment of epilepsy, better ante natal and post natal care and stringent road regulations to reduce post traumatic epilepsy caused by road accidents can prove to be effective.
“Clinical neurology is excellent in India but we lack in advanced investigative proceedings. Advanced centres of excellence should be set up to address this.”
Dr. Radhakrishnan revealed that increasing incidence and early onset of stroke in India was the major neurological concern and could be attributed to hypertension, diabetes and sedentary lifestyle.
The eighteenth conference of the Academy that concluded on Sunday in Tiruchi set a precedent with national neurological conference being held in a tier II city for the first time. The move can be perceived as indicative of the need stressed by leading neurologists in the conference to address neurological disorders at the grass root level in order to reduce disease burden of disorders like epilepsy.
M.A.Aleem, Organising Secretary of the Conference, said that Tamil Nadu was ahead in effective treatment of neurological disease.

TIRUCHI: Medical fraternity here has welcomed the State Government’s ban on use of cell phone by drivers of State Express Transport Corporations while on duty in order to prevent accidents with a sense of relief. The Government’s warning that stringent action would be taken against violators must be strictly enforced, they insist, equating cell phone driving with drunken driving.
The dangers of using cell phone while driving are proven. Having a cell phone pressed to the ear while behind the wheel is equivalent to driving in an inebriated condition, according to a study by University of Utah psychologists. A research done by Carnegie Mellon University scientists suggests that listening to the phone grabs 37 per cent of brain activity associated with driving.
The facts may be known to many. Yet, using cell phone while driving is not uncommon in the city irrespective of the age of the motorists. Due to holding the mobile phone between the shoulders and ears, motorists tend to lose balance while driving along heavy traffic zones. They apparently do it without any qualms as the law is not severe on them. At the most, offenders get away with fines.
What is the impact of the use of cell phone while driving on the brain due to which accidents take place? Why is the use of cell phone while on the move is compared to drunken driving? The safety week observed at the start of the year on the theme: “Life is safe if driving is safe,” was an opportunity for service-minded organisations and individuals to draw the attention of the public and sensitise them to inherent dangers in using cell phone in motion.
M.A. Aleem, Professor and Head, Department of Neurology, K.A.P. Viswanatham Medical College Hospital explains: “Radio frequency waves from the instrument hamper attention and cause memory disturbance. Due to the electromagnetic effect, drivers do not react in time to dangers. Since the coordination of limbs, eye and legs get affected, the task completion becomes impaired."
Accident deaths are caused as much due to cell phone usage as because of drunken driving, said Dr. Aleem, citing the accident cases being referred to hospitals. Due to the disturbance caused to auditory and visual stimuli, the vision also gets affected at the time of cell phone usage while driving.
With the number of vehicles proliferating by the day - according to a recent estimate, the number of vehicles have touched the one crore-mark and of them two-wheelers constitute 90 per cent; they account for an overall of 10 to 11 per cent growth in Tamil Nadu – the responsibility of the motorists is all the more, Dr. Aleem emphasised.
The trend of talking over cell phone is indeed a cause for high concern to educational institutions as it endangers the lives of college-going youths. The concern gets higher still since a section of youths think of cell phone driving as a sign of style statement. “The lives of youths of today being on the fast-lane, their minds are mostly pre-occupied with something or the other. Speaking on mobile phone while driving in such a state of mind only perpetuates their distraction,” said K. Meena, Principal, Shrimati Indira Gandhi College, calling for a self-realisation.
According to the Deputy Commissioner of Police, Traffic and Crime, Rupesh Kumar Meena, the offenders, while committing the illegality of talking on the cell phone while driving, cause danger to self and others. The city police book seven to ten cases of cell phone driving on an average every day. “Law is one aspect of dealing with the offence, and another is creating awareness through education,” Mr. Rupesh said.

திருச்சி: திருச்சி மாவட்ட அரசு மருத்துவமனையில் ஒன்பது கோடி ரூபாய் செலவில் ஒருங்கிணைந்த மகப்பேறு மருத்துவப்பிரிவு கட்ட நிதி ஒதுக்கீடு தொடர்பாக உலக வங்கியின் மூன்று பேர் கொண்ட பரிந்துரைக்குழு மருத்துவமனை வளாகத்தில் நேற்று ஆய்வு மேற்கொண்டது. திருச்சி மாவட்ட அரசு மருத்துவமனையில் ஒருங்கிணைந்த மகப்பேறு மருத்துவப்பிரிவு கட்ட ஒன்பது கோடி ரூபாய் செலவில் திட்ட வரையறை தயாரிக்கப்பட்டு, அதற்கு உலக வங்கியிடம் நிதியுதவி கோரப்பட்டது.

குழந்தைகள் நலன்குறித்த திட்டம் என்பதால் உலக வங்கியும் நிதியுதவி அளிக்க ஒப்புக் கொண்டது. அதன்பேரில் திருச்சி மாவட்ட அரசு மருத்துவமனையில் ஒருங்கிணைந்த மகப்பேறு மருத்துவப்பிரிவு கட்ட போதுமான இட வசதி உள்ளதா? என்பதை கடந்த வாரம் உலக வங்கியின் கட்டிட வடிவமைப்பக்குழு வந்து ஆய்வு செய்து சென்றது. உலகவங்கி அளிக்கும் நிதியுதவியை இறுதி செய்யும் பரிந்துரைக்குழு நேற்று மதியம் மாவட்ட அரசு மருத்துவமனைக்கு வந்து, மருத்துவமனை வளாகம் முழுவதும் ஆய்வு செய்தது. அந்த குழுவில் உலக வங்கியன் முதுநிலை சுகாதார சிறப்பு அலுவலர் டாக்டர் ப்ரீத்தி ஓடீசா, சங்கீதா பிண்டோ, தமிழக சுகாதார திட்ட சிறப்பு ஆலோசகர் சுகுமார் ஆகியோர் இடம் பெற்றிருந்தனர். பின்னர் அந்த குழு மாவட்ட சுகாதாரத்துறை இணை இயக்குனர் வீரபாண்டியன், கி.ஆ.பெ., விஸ்வநாதம் அரசு மருத்துவக்கல்லூரி டீன் (பொறுப்பு) அலீம் மற்றும் அரசு மருத்துவமனை டாக்டர்கள் ஆகியோருடன் ஆலோசனை நடத்தியது. ஆலோசனைக்கு பின் உலக வங்கி பரிந்துரைக்குழு சிறப்பு அலுவலர் டாக்டர் ப்ரீத்தி ஓடீசா நிருபர்களிடம் கூறியதாவது:

 
உலக வங்கி மூலம் தமிழகத்தில் உள்ள 270 மகப்பேறு மருத்துவ பிரிவுகளை ஐந்தாண்டு திட்டமாக மேம்படுத்த 117 மில்லியன் டாலர் ஒதுக்கீடு செய்யப்பட்டது. அந்த நிதியில் இதுவரை 90 மில்லியன் டாலர் வழங்கப்பட்டுள்ளது. மீதியுள்ள தொகைக்காக இரண்டாம் கட்ட ஆய்வு தமிழகம் முழுவதும் செய்யப்பட்டு வருகிறது. ஓசூர், கிருஷ்ணகிரி, பாப்பிரெட்டிப்பட்டி, சேலம், நாமக்கல் ஆகிய பகுதிகளில் ஆய்வு முடிந்து விட்டு திருச்சி வந்துள்ளோம். இந்த ஆய்வின் அறிக்கை நாளை (இன்று) சென்னையில் உள்ள சுகாதாரத்துறை இயக்குனரிடம் சமர்ப்பிக்க உள்ளோம். இவ்வாறு அவர் கூறினார். பரிந்துரைக்குழுவின் ஆய்வறிக்கை திருப்தி அளிக்கும்பட்சத்தில் இன்னும் சில மாதங்களில் திருச்சி மாவட்ட அரசு மருத்துவமனையில் ஒருங்கிணைந்த மகப்பேறு பிரிவு கட்ட பணிகள் துவக்கப்படும் என்று மருத்துவமனை வட்டாரங்கள் தெரிவிக்கின்றன.

திருச்சிராப்பள்ளி மன்னார்புரத்தில் மாலை ஏற்பட்ட சாலை விபத்தில் காயமடைந்து அரசு தலைமை மருத்துவமனையில் சிகிச்சை பெற்று வருபவர்களை மாவட்ட ஆட்சித்தலைவர் தா.சவுண்டையா மாநகர காவல் ஆணையர் கே.வன்னியப்பெருமாள் ஆகியோர் நேரில் பார்வையிட்டு ஆறுதல் கூறியபோது பிடித்தபடம். அருகில் கி.ஆ.பெ.விசுநாதம் அரசு மருத்துவக்கல்லூரி துணை முதல்வர் டாக்டர் அலீம் உள்ளார்.

திருச்சி, நவ. 16:  நம்மிடையே மிகுந்த அச்சத்தை உருவாக்கி, ஏராளமான மூட நம்பிக்கை செயல்களுக்குள் நம்மைத் திணித்து விட்டிருக்கும் பிரதான நோய்களில் ஒன்று வலிப்பு நோய்.
  காக்கா கறி தின்றால் இந்த நோய் போய்விடும் என்பதாலேயே பேச்சு வழக்கில் "காக்காய் வலிப்பு' என்றாகிவிட்டிருக்கிறது. பழுக்க காய்ச்சிய இரும்பைக் கொண்டு உடலில் சூடுபோட்டால் வலிப்பு குணமாகிவிடும் என்ற கருத்து கிராமத்தில் இன்னமும் இருக்கிறது.
  வலிப்பு வந்தவுடன் இரும்புத் துண்டு ஒன்றைக் கையில் பிடிக்க வைத்தால் வலிப்பு நின்றுவிடும் என்பதாக கிளம்பிய மூடநம்பிக்கையை அடுத்து, நிரந்தரமாக காலில்- கையில் இரும்பு வளையங்களுடன் திரியும் நோயாளிகளை நகரப் பகுதிகளிலேயே பார்க்க முடிகிறது.
  திருமணம் செய்து வைத்தால் எல்லாம் சரியாகிவிடும், இந்த நோயுள்ளவர்கள் திருமணம் செய்து கொள்ளவே கூடாது... இப்படி இன்னும் இன்னும், மூடநம்பிக்கைகளுக்கு குறைவே இல்லை.
  ஆனால், அரசு மருத்துவமனையில் கிடைக்கும் இலவச மருந்துகளை தொடர்ச்சியாக, முறையாக உள்கொண்டாலே போதும், சில ஆண்டுகளில் வலிப்பை குணப்படுத்திவிட முடியும் என்பதே உண்மை.
  உலக வலிப்பு நோய் தினத்தையொட்டி (நவ. 17), திருச்சி கிஆபெ விசுவநாதன் அரசு மருத்துவக் கல்லூரியின் மூளை நரம்பியல் உதவிப் பேராசிரியர் டாக்டர் எம்.ஏ. அலீம் "தினமணி'க்கு அளித்த பேட்டி:
  ""இந்தியாவில் 56 லட்சம் பேர் வலிப்பு நோயால் பாதிக்கப்பட்டுள்ளனர். தமிழ்நாட்டில் 3.25 லட்சம் பேரும், திருச்சி மாவட்டத்தில் ஏறத்தாழ 20,000 பேரும் வலிப்பு நோயால் பாதிக்கப்பட்டுள்ளனர்.
  அதாவது ஒரு லட்சம் மக்கள் தொகையுள்ள பகுதியில் ஓராண்டுக்கு 60 முதல் 70 பேர் வலிப்பு நோயால் பாதிக்கப்பட்டுள்ளது கண்டறியப்பட்டுள்ளது.   இவர்களில் பெரும்பாலானவர்கள் கிராமப் பகுதிகளைச் சேர்ந்தவர்களே. காரணம், இந்தப் பகுதிகளில்தான் மூடநம்பிக்கைகள் இன்னமும் "ஆல் போல் தழைத்து' காணப்படுகின்றன.
  இரும்புத் துண்டைக் கொடுத்தால் வலிப்பு நின்றுவிடும் என்பது தவறான கருத்து. எந்த வகையான வலிப்பாக இருந்தாலும், முதல் மூன்று நிமிஷங்களில் நின்றுவிடும். நாம் இரும்புத் துண்டைத் தேடிக் கொடுக்கவே இந்த மூன்று நிமிஷம் போதாது.
  70 சதம் வலிப்பு நோயை மருந்து கொடுப்பதன் மூலமே சரி செய்ய முடியும். 20 சதம் பேருக்கு அறுவைச் சிகிச்சை மேற்கொண்டால் போதும். எனவே, 90 சதம் வலிப்பு நோயைக் குணப்படுத்த முடியும் என்ற உண்மையை மக்கள் உணர்ந்து கொள்ள வேண்டும்.
  உரிய நேரத்தில் மருத்துவம் பார்ப்பதும், முறையான ஆலோசனையுடன் மருத்துவத்தைத் தொடர்வதும் முக்கியமானது'' என்றார் அலீம்.
